Trace the seller back to the party that bears the risk
Keep the marketing brand, licensed agency, legal insurance company and claims administrator in separate fields. If a comparison website refers you elsewhere, follow the identity trail before entering information. An advertisement’s presence in your city does not demonstrate an offer for that address. A state insurance department is a verification route, not an insurer marketplace endorsement.
The NAIC explains that reimbursement structures differ and that veterinarian choice is not identical across all products. Treat “use any vet” as wording to verify in the particular contract rather than a rule inferred from the general category.

A real clause example shows why location matters
Section 5.B of Pets Best’s Alabama-labeled specimen addresses supervised veterinary treatment and specified treatment territories. Section 8 assigns the veterinary payment responsibility to the owner. Those sample clauses do not establish today’s availability at any address.
For a planned trip, record the destination, likely clinic credentials, currency of invoices and dates of care. Locate the territorial wording before assuming a U.S.-purchased policy follows the pet everywhere. For specialist care, check both the allowed provider and whether a referral, treatment notes or original records are needed; the fact that a clinic is willing to treat the pet does not decide the insurance claim.
Follow the money through one fictional visit
Imagine a $900 clinic bill with $100 excluded, leaving $800 eligible. Under an invented percentage-first benefit of 90%, $720 remains; subtracting a $200 remaining deductible yields $520 reimbursement, assuming an adequate limit. The owner first pays $900 and ultimately retains $380. This illustrates why the place of treatment and the payment destination are different questions, not an actual claim estimate.
